Haushalt und Welt

If the metaphor of getting the masses to understand economic actions through intimate relation to the concept of the household (which reflected particularly well by the German term Haushalt to denote budget), ultimately in the effort to fix the idea of the bottom line in the mind of the underinformed citizen, fixation and reaction to which feeds off the average person’s dedication to family  to the moral value of responsibility in seeking to live without debt, why is this metaphor then not extended to explain when dealing with the collective economy the irresponsibility and infantility of using up finite resources as if they were not finite within the bounds of the household (which has very real and perceptible boundaries)?
